Both. I normally use Bluetooth with both my PS4 and Xbox One controllers, and there are clips available online for both that allow you to hold your phone in place above them. You just need to pair them with your phone (the exact procedure varies between controllers) and map the buttons to your taste in Dolphin. Small note: early Xbox One controllers may not work over Bluetooth. Mine's an Xbox One S controller and it has never given me any trouble. And no, you don't need the respective console at all. I don't have an Xbox, I initially bought the controller to have an easier time with XInput games on PC
