It doesn't, the only thing which brings the core usage above 2 cores is LLE sound.
It should be possible for OpenMP to use multiple cores on a system, but its CPU usage usually remains pretty low in my experience, so it doesn't really offer much of a speed boost, if any. OpenMP is only used for texture decoding in Dolphin though.
