Turn anisotropic filtering off of a temporary fix, these older resident evil games used pre-rendered backgrounds that would be unaffected by the positive effects of anisotropic filtering, so you should not see a huge drop in visual fidelity. Also if you have either "per-pixel lighting" or "Disable fog" enabled try turning them off to see if that has an effect. I saw no mention of this issue on the wiki and was unable to recreate the problem, so this will just have to be a trial and error situation.
