Android to PC: Saves and Sync?

So I finally learned about mklink, I now have my dolphin game saves syncing into the Onedrive, so... all my PCs should be set.    

   
Now I want to get android into the mix, my S8.  (I guess it's worth asking if android and pc game saves are in the same format?)  
 
How can I get "Dolphin Android" app to access/see the saves in my onedrive?

1. Normal GC memcards? what do you refer to? Do i need to convert the "MemoryCardA.USA.raw" ? / how?
2. I'll look into that app, where does android store the save data by default?

I mean, don't bother trying to sync savestates. It probably won't work.

Oh I understand now; agreed.

I have a bit of a hiccup, maybe you have some incite;
I discovered that OneDrive wont let me "go offline" with my files/folders... unless I subscribe monthly for that feature(fat chance).
I also tried google drive, but it wont let me do entire folders.

I'm not sure if it would be a work around, but that app you suggested... If I were to manually put my current batch of saves into my Android, then use that app to link them to the onedrive, that might work?
