It´s still supported. But most phones out there simply are not enough for Dolphin (the GPU drivers still have a long way to go).
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.
Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

It's not really supported until all devices have the correct drivers and we do not have to do all kinds of trickery to even make games run. That said, if someone wants to fix bugs and/or implement new features they are free to if the code is up to the standard that the team expects, all they have to do is make a PR. On the other hand, if a huge bug is found and the reports are clear and concise, meaning they also have a bisect as of when it still ran and what version it actually broke, dev's will try to fix it, if at all possible, people just have to keep in mind that if the PR that broke the game for you on your device is the one that added the INI files, then yeah you're probably out of luck as that PR made the emulator way more accurate and without it crashes and gamebreaking glitches occured.
Check my profile for up to date specs.
