The reason the IR might be very jumpy is because it has to be assigned to an axis, not a button, and in the current development build, there are no axis set up for the wiimote in android, but pr 3253 should fix that and not only add full wiimote controls, but also extensions. The buttons can be configured like any other button within the app, but the extension has to be manually set in the wiimotenew.ini file.

Hmm, that pull request has now been merged in the release branch, and I see the new Wiimote settings, but I still can't seem to get them to work. I think it might be because I messed with those files before, and maybe did something that's confused it? I noticed my WiimoteNew.ini only shows the extensions now, which seems odd to me considering how much stuff was in there before. And not surprisingly (based on that observation), no controls seem to be working in Wii games now (other than Home for some reason?). How do I reset the controller settings? I tried deleting the WiimoteNew.ini file as well as some of the controller stuff in Dolphin.ini, but it didn't seem to repopulate properly. Also, anything in particular I have to do to get my mouse to work? Moving it or clicking any of its buttons didn't register when trying to assign buttons/IR stuff in the app, though the mouse cursor showed on the screen.
Any ideas would be appreciated.
Have you attempted a clean install?
Also, to correct myself, setting up a mouse as IR may actually not be possible at all. I would assume it is, but I honestly do not know enough about it to make such a statement as I did.
