I use a bluetooth controller on my Samsung S9+. I've managed to play Super Paper Mario with no problems except for the need for IR.
In the Windows version I mapped the key and then used Input Syntax to reverse it, so holding the button would "enable" the IR, rather than it always being on.
I'm trying to use the same idea on Dolphin for Android (v5.0-10910) but you don't seem to be able to do it? I've tried changing the game config manually, by adding a ! in front of the input, but it still doesn't work.
Any ideas? Hope do people get around this for games like Mario Galaxy?
