I'd up my budget about $100 or so if I were you.
I have an APU, and while it's igpu is pretty decent the ipc of even Kevari APU's still do not match Intels. They're great for applications that have a well balanced need of the cpu and gpu, but for Dolphin Intel is the route to go.
If you're looking for a low powered small solution, then go with the BXI from Gigabyte.

I've only built one of these for a customer, and from what I've read up on it the voltage on the memory has to be 1.35v, it will not go up or down! It is not an adjustable value! So to be safe, don't think about any memory if it's more or less than 1.35v.
You're looking at $636 for the i5 version.

You're looking at $787 for the i7 version.
If you're still looking at an APU, go with at least an A10 and at least 1600 ddr3. There is a huge difference in ram speeds, and the APU's performance will reflect on that.
Or
Go for an i5 4670k, decent board, memory, and cooler and you'll sacrifice a little bit on the gpu side, but the cpu side will make up for it. You can oc both the cpu cores, plus the igpu in the 4670k.
