Here is what I have

AMD-A8-3850 2.9GHZ with Radeon 6550D integrated graphics
Asus F1A75-I Delux Mobo
G skill 4GB 10066 ram
OCZ agility 3 SataIII 60GB SSD
Windows 7x64

Dolphin only runs at 1x and slows down significantly with any higher resolution.

Ive seen video posts, and read some other comments where people get way better results.

Is this normal, or should my system handle dolphin with a higher resolution, 1080p?

I added a radeon 6770 PCIx card and this drastically increased performance, I could run games all at 4x resolution.

I saw this guys video http://www.youtube.com/watch?v=Alnxz8zjrJ0 and he runs his with the same cpu only, very smooth. I know its only 2x but my system does not even come close to this framerate.

Your integrated gpu is not powerful enough to handle anything above 1.5x or maybe 2x IR. But it sounds like you already fixed that by adding a 6770 graphics card. So what exactly is the problem now? Are you still getting poor performance with the 6770?

Ok, well as long as I know the AMD chip cant handle anything higher than 2x IR then I feel better. Just after reading results of how it can handle graphics pretty well I figured it could possibly run smoother . I was trying to save money and not use another graphics card, but it seems I have to use another card.
