Just because a certain PSU is 80 plus gold certified doesn't mean it's a good PSU . Rosewill is newegg's brand (budget line) , some of their 80 plus gold PSU have been reported that they last only a few months
Higher PSU efficiency is better for your monthly electric bill . However , you have to look at 12V rail as well as efficiency
