Resolution in Dolphin is measured in IR, which tells the resolution relative to the original GC/Wii resolution. This means that 1xIR ("Native" in Dolphin's settings) is the original resolution that the GC/Wii ran the game at (640x528). Increasing IR increases the resolution in multiples of 640x528, 2xIR being roughly 720p and 3xIR 1080p.
