Allow Usage Statistics Reporting prompt on each start up

I've just updated Dolphin to version 5.0-12571, and created a portable.txt file to use fresh settings.

When I started Dolphin I got the prompt to allow usage statistics reporting. I answered no and then changed Dolphin Language to English.

After I restarted I got the prompt again, and every time I start Dolphin I'm still getting that prompt.

Edit: I compared dolphin.ini with my previous version and noticed two things:

The [Analytics] section is missing the Enabled value, and PermissionAsked is set to False and never changes no matter what I answer to the prompt.

Edit2: I checked the recent list of changes, and I see PR#9042 changed some of the Permissions code.

The changes in PR 9042 only affect Android. Since you said you're using portable.txt, I'm assuming you're not using Android?

That's correct. I'm using the Windows version.

But still, I found it weird that the dolphin.ini file is not being updated after clicking either Yes or No on the usage statistic prompt but all other settings are saved.

Edit: I just tried with version 5.0-12247 and I got the prompt only once after answering No.
