Just go with the I3. It should do what you want. Don't expect everything to run smooth but it will get the job done with most games. 4gb is fine.

It should be leaps beyond what I have now, and even now I can run any game at 30 fps + but that's only because my CPU bottlenecks the GPU ...
So if I can, I'll try to get the i5-2500 otherwise i3 - 2100 + 4GB DDR3 should be sufficient for Dolphin, PCSX2, and PC games for atleast 50 fps+ as I average 35-40+ now
My System Specs:
CPU: Intel i5-2500K @ 3.3 GHz
Ram: 4GB (2x2) G.Skill RipJaws 12800CL7
Motherboard: Asus P8P67-M
GPU: MSI 460 GTX 768 MB GDDR5
PSU: Ultra LSP 650W

or
i5-2500 + 4GB 1333 mhz

Basically I'm asking , faster cpu and less ram or a little slower cpu but more ram?

please go for the i5-2500k...
that are 10-30usd difference between 2500 vs 2500k with the option for oc...
(5euro in germany)

dolphin gives you 5-10fps for only 0,2-0,4ghz OC
which is possible without increasing any voltage and aircooling

4gb is more than enough for most of the games...

look at the benchmarks how much slower the i3 is
i3 (2cores with ht) 3.1ghz
i5 (4cores no ht) 3.3ghz
go after the quadcore
http://www.tomshardware.com/reviews/sandy-bridge-core-i7-2600k-core-i5-2500k,2833-13.html

A i7 2x00K is useless on a H67 chipset .
Pentium G2120 Ivy Bridge 3.1Ghz
8GB 1333 DDR3
ASUS 560 TI CU2 TOP
Crucial M4 64Gb

faster cpu less ram is what i would choose. i currently have 6GB in my computer and i wish i used the money for a better cpu. i have never seen my ram usage go past 3gb when gaming and i run two monitors when i first set up a game so i can see the cpu/ram/gpu usage of my computer

well everything sounds just about right but I don't know about but 50+ fps, well not consistently anyway, true you might be able to get around 60 but depending on what games your trying to emulate but the speed will vary for most dual core CPU's. Windows will need at least 1-2 cores just to run the emulator properly which keeps the CPU usage around or under 50% when running a load. so while your playing a game depending on what it is, it would take even more CPU usage from whats left of the available cores which will results in slowdowns. I still have my Intel E5200 dual core and even with it o'c @ 3.8 ghz it's still not good enough to play games like Smack Down vs Raw 2011 or SM Galaxy 2 over 30-40 fps... but my new Sandy Bridge i5 2500k is a beast this CPU can run games at 70+ fps perfect on stock speeds and when o'c @ 4.5 ghz it run the games like 80-120 fps its crazy fast. But keep in mind by default Dolphin requires at least 2 cores, Windows XP 1 core or Vista/7 2 cores so it will be best to go with a cheap quad core processors, the AMD 's cpu & mobo's would be a good place to start and they are pretty cheap if for some reason you can't get the i5 2500k.
