Add bugs.dolphin-emu.org link to the main page

In the row of links at the top of the main page (Download, Blog, Screenshots etc.), there should be a link to the issue tracker (bugs.dolphin-emu.org)

There was never one linking to the old issue tracker either.

There's a reason for that, actually. We want people to come here for support, and only report bugs (which we can't help them with) on the tracker. Even with it hidden, you'd be surprised how many "how do I do X" posts we got on the tracker! >_<
