1.Is it possible to actually play on a splitscreen game like Dragon Ball Budokai without the use of connecting to an external server like netplay does?

2.I mean is there a way to connect computers via Ethernet without needing to port forward or a vpn like Hamachi just as long as they are on the same network?

I plan on hosting a LAN tournament for my friends and I at school but am unable to at current point. My school is very strict about web usage and has many ways of blocking external connections to a server that it has not recognized. Any help would be greatly appreciated. Thanks!

IF you can properly configure the BBA adapter in Dolphin, I know that Mario Kart has been proven to work somewhere on these forums.

I think you can use netplay without a server if you disable the traversal server option, but don't take my word for it.
