Okay, so I have the new Dolphin 3.5, and what I'd like to think a pretty good system for games. I can run Super SF 4 no problem, as well as tons of other emulators. I seem to be having a problem with Dolphin and a few games, mostly what it seems is low FPS. The biggest culprit is F-ZeroGX, as well as RE4 and SoulCalibur. Even Metroid Prime.
So my question is, is my Dell XPS630i, 4GB ram, two Intel Core processors, 2 Nvidia GeForce 9800GT cards, not enough to run Dolphin?
I have scoured the internet for the past week looking at settings and such, and nothing seems to get rid of my FPS stutter problem. I even tried Gamebooster, and that was a dud.
Any information or help will be truly appreciated!

Your CPU is outdated . Those games which you mention are CPU intensive games , your CPU won't cut it . Your GPU is fine for 3xInternal Res (1080p) , no AA , 16xAF
Overclock to 3.6GHz will help (if you know what you're doing and you must have a decent cooler)

Thank you guys for the information. I figured that would be the issue. Guess I will have to resort to playing my Cube games on the Cube. Good thing I never got rid of it.

Try Settings for best speed and keep 3xIR , no AA , 16xAF
For F-Zero GX : Right-click the game - Properties - Tick "Enable Dual Core" because "Enable Dual Core" option was disabled by default . Soul Calibur need "Enable Dual Core" disabled to boot
RE4 : I don't know , try : Right-click the game - Properties - Tick "Activate Vbeam"
Other than that , try using older build like Dolphin 3.0
