About Rapidly-Build Dev version

First sorry for my Poor English. Since I saw Rapidly-Build Dev version I've a little confuse that is every build is continually development form all of developer or just difference version form difference developer? (like "this build belong to me. anyone else will use or not is up to you)

if you're talking about the builds from here: https://dolphin-emu.org/download/ then those are the latest official dev builds.
The other builds are different devs branching out to explore an improvement that needs lots of input from users before it is merged with the master dev builds.
