"Some games run very slow
Do not expect to get high FPS in all games, Dolphin is still in
development and needs a fast CPU (recommended: at least 2 GHz). Try
enabling Dual Core to speed it up."

Does that mean as they Tweak the emulator(or when they reach end-development of Dolphin), I'll be able able to play games like Twilight Princess at full speed (30-60FPS)?

Your quote comes from an unofficial Dolphin website and does not make a lot of sense. Our official website is http://dolphin-emu.org/ .

If you want fullspeed in nearly all games, get a Core i5-3570k
