This guide assumes that you are running Windows PC. I am writing this with Windows 7. If something in this guide look different to you, then I dunno what to do 
If you get that error message, it's either that your bluetooth isn't running, unsupported, or some bluetooth software is hijacking your bluetooth away from the Microsoft's bluetooth driver. Or obviously you don't have a bluetooth.
Known bluetooth software that hijacks bluetooth from the Microsoft's bluetooth drivers:
-MotioninJoy
-BtSix (FreeBT)

If you believe your bluetooth is hijacked by one bluetooth software, then you would want to uninstall it to let Microsoft install default bluetooth drivers for it -OR- you would want to buy another bluetooth dongle to run two different bluetooth drivers at once.
If you know how to uninstall the drivers and bluetooth dongle has been purified from one bluetooth software, that's great! But yet Dolphin still say your bluetooth is not supported? You may want to add your bluetooth model to the blacklist (that is, if your bluetooth is not supported with Microsoft's bluetooth driver).

Stop the Dolphin from running.
In this example I will have FreeBT driver for my PS3 controller but I want to use my Wiimote for Dolphin...
Open explorer window (simply open any folder or just Start > Computer) and copy/paste this to the address bar:
Select your bluetooth device > Right-click > Properties > Hardware >

Uh oh I do see FreeBT USB Driver in device function list! That is why Dolphin didn't recognized my bluetooth properly.
FreeBT USB Driver > Properties > Change settings > Driver > Uninstall
OK to begin uninstall
Alternatively, you can run
and select your bluetooth driver (usually found under "Universal Serial Bus controller" or "Bluetooth Radios") then begin the similar process above.
Next, you will need to restart the Bluetooth. It can be restarted by unplug then replug it back in. If it is not an usb (built-in bluetooth in your laptop for example) then you might have to restart your computer.
The Microsoft's bluetooth drivers should look like this:

Start the Dolphin and see what happens.
This is supposed to show which bluetooth model that will work with genuine Wiimotes from Nintendo only.
And this will essentially help buyer to know which bluetooth to buy or which they shouldn't buy. Especially when buyers would want to buy whitelisted bluetooth with confident.
If you know some bluetooth that is unreliable, short lifespan, poor signal, unsupport with microsoft drivers, or something that interferes your Dolphin gameplay experience for at least one reason related to your bluetooth, you may want to post your bluetooth model to the blacklist.
Or post your bluetooth model to the whitelist if you want to recommend it to the Dolphin users.
Whitelisting bluetooth model when (all that meets):
-known to live long (like more than one year)
-work great with at least two wiimotes
-good signal over 8 feet ahead
-and more importantly, supports Microsoft driver required by Dolphin
-does not drop signal
Blacklisting bluetooth model when (either one that meets):
-sudden poor signal when connected with at least two wiimotes
-poor signal
-Microsoft driver required by Dolphin is unsupported
-signal dropping

-Rocketfish Micro Bluetooth USB Adapter (RF-MRBTAD)

Dolphin's error message Wrote:A supported bluetooth device was not found!
(Only the Microsoft bluetooth stack is support.)
