If you kicked your budget up to $650 you could get a massively better system (high end video card + core i3). $750 and a couple of months of waiting will get you a sandy bridge setup that will laugh at dolphin.

Thanks! But i have a some questions before i buy.
Would this work better for the graphics card because its 1GB? http://www.newegg.com/Product/Product.aspx?Item=N82E16814130395

and
Would this be better for the cpu, because its 4 core (2.8gz) or would the other dual core one work because its 3.0gz

Thanks again!

The quad core would be VERY SLIGHTLY faster, like 5-10%. Dolphin does benefit from having more than 2 cores, but barely, it really has only two main threads, the other threads use very very little processing power by comparison. And that cpu would put you over budget.

As for the video card. No. Dolphin does not need that much vdram. However since it's only $5 more it's up to you.

may i suggest this cpu to NaturalViolence's build http://www.newegg.com/Product/Product.aspx?Item=N82E16819103846&Tpk=555%20be
$20 more for a B.E. +200extra MHZ stock +shitty stock fan (which some say they can do mild overclock and unlocking cores on without having to buy a new HS).

My build includes a $26 aftermarket air cooler that is miles better than the stock pos. If you're going to spend extra money it might as well give a significant improvement.

If he kicked his budget up to the $550-575 range he could get a core i3 + P55 setup, which would be a lot better.

well yes, it seem like Dolphin or Windows like to share the work loads equally on each core. I did tried to do the "affinity" thing to force Dolphin to use only 2 cores, but it seem like it lag and stutter more that way. So letting it use all 4 cores shared is much better.
My PC specs:
OS: Windows 7 Home Premium 64-bit | PSU: Corsair TX650W | Board: Asus P7P55D-E LX | CPU: Intel Core i5 750 @ 2.73Ghz | CPU Heatsink: Prolimatech Megahalems rev.B + Nexus 120mm fan | Memory: 4 x 2gb G.Skill DDR3-1600 | Video: eVGA Geforce GTX 560 Ti 1gb | HDD: Western Digital WD10EALS
