Okay, then try some special settings Wink

* Use the Backend Direct3D9
* Uncheck OpenCL Texture Decoder
* Move the slider of Safe Texture Cache to the fastest value
* Try Skipf EFB Access from CPU
* Try Cache Display Lists

If some options cause errors, uncheck them Wink

btw: You can also try ICC optimized builds. Just click on the link in my signature (this is not advertising!)

Getting 7 fps on both D3D9 and D3D11 is not normal, are you sure there isnt some kind of frame limiting going on?
......?????

First three were already done, the skip efb access gave me graphical errors and I couldn't even start the game with it on. My fps went up to 10 though, thats good.

Edit: and I don't think its any type of frame limiting, as the speed thing on the top says its running at around 50-70%

Have you got a kind of framelimit enabled like Zee it said?

Look under "Config" -> "Framelimit" and set it to "Off"

Which usually doesn't help much on an AMD processor unfortunately. It may still give you a boost, so try Lectrode's or DefenderX's optimised builds.
OS: Windows 10 64 bit Professional
CPU: AMD Ryzen 5900X
RAM: 16GB
GPU: Radeon Vega 56

Try lowering your Fullscreen resolution and set Aspect Ratio Auto
