64 Bits Emulation

Does the 64 Bits emulation have 100% of FPS?I'm confused,I don't want install a new OS and have a deception in the running of Dolphin,with a low FPS.

It really works?

Dolphin does not run all games perfectly, but 64 bit version will give 5-10% FPS boost

To get full speed,my processor or my graphics card need an upgrade?I want to get all information(the minimum specs for run a game with full speed,for example,Zelda Wind Waker and Twilight Princess)
