You have more cores than dolphin can use simple as that.

check lock thread to cores. For me that works anyhow. I was getting about 70-80% usage until i check it. then 100%

Once upon a time I thought the *nix method of measuring CPU usage was dumb (>100% WTF?) but these threads have shown me the light.

Nope , i5 661 (4M Cache, 3.33-3.6 GHz , 32nm CPU) is fast enough for most games except SMG 1&2 , The Last Story ...demand heavy overclocking : i5 2500k @ 4.4Ghz
i5 661 is a dual core processor with Hyper Threading , it doesn't need to enable "lock thread to cores" (believe me , i tried on i5 480M , it didn't make dolphin run faster but using 100% CPU instead ). "lock thread to cores" only work on quad core i5/i7 , it can raise turbo boost higher .Ex :
+i7 2630QM :
_2900 MHz (1 core)
_2800 MHz (2 cores)
_2600 MHz (3 or 4 cores)
If you don't enable "lock thread to cores" , i7 2630qm will run at 2.6Ghz
If you enable "lock thread to cores" , i7 2630qm will run at 2.8Ghz

Btw , post your dolphin setting screenshot ! And tell us which game ?
