5.0-14566 Can't update further, failing to apply.

I've been having problems updating Dolphin a few patches ago, the Updater.exe kept failing to apply update so after several tries and repairing redist_x64 2019 etc so I gave up and did a fresh install of the latest development build and just now I got a new update for version 14569 and I hit update and the same error to apply update happened again even with a new install. Anyone having this issue and if its common what's the fix? I am running Windows 10 64bit with the latest update I haven't changed anything outside of Dolphin that could affect it.
