i've been using the nightlies and they are iffy, one version kept on locking the working copy with no chance of unlocking it, and another was refreshing the patch viewer when exiting it.....

No (maybe). He means things that were broken and not working correctly are working correctly or at least better than before. Progress is being made slowly.
