Ah, now we're talking. Some of those packs have textures at very high resolutions which can be more fully revealed by running the games at 4K. I can certainly see how that would make a very appreciable difference between the two resolutions. However, I would not have guessed that running them at 4K but displaying them in a 1080p monitor would make them look much better than just running them at 1080p.
Also, I would suggest enabling MSAA when running at 1080p. It is a small hit to framerate but does improve the image quality significantly, especially when viewing the screen from a relatively close distance. This would give you a more realistic baseline for comparison because for 1080p users MSAA is a no-brainer.
