I have a GTX 760, and I get slowdown with 3x IR with no enhancements in some games. There are limitations to IR; it affects the CPU thread too, it affects the GPU's ability to communicate with the CPU promptly, blah blah blah. Trust me, just because your GPU isn't maxed out doesn't mean your settings aren't the problem.

I'm getting 45-60 FPS (usually 50) in SMG on my rig in OpenGL with 4x IR and 4x SSAA. OP's results are completely normal.
An example of why Dolphin may not show up as 100% GPU usage: It could be maxing out all the integer ALUs, and therefore be unable to go faster, but leaving the FP ALUs idle, and be barely using the texture units at all, and be barely using any of the memory bandwidth or framebuffer. nVidia's non-workstation cards aren't designed with Dolphin's workload in mind, so their ratio of various components doesn't match what would be ideal for Dolphin.

DX9 is pretty broken, and has since been removed from Dolphin because it couldn't keep up with what Dolphin needed in terms of accuracy.
Try the latest dev build, 4.0-3395 as of writing, since they are about 30% CPU side faster, it will help rule out your CPU as a bottleneck (which it shouldn't be unless you have it under-clocked). Here's an easy and fun way to check if you're being limited by your GPU (do this on the latest build): set everything to 1x under enhancements. If the games run fine at stock IR/AA/AF, then your GPU can't handle 4xIR and 4XSSAA. |
