By changing the voltage. There will usually be a knob for this included with the HSF.
The knob controls a variable resistor that changes the resistance of the circuit and therefore the current flowing through the fan. Thereby changing the strength of the electromagnetic field in the fan which increases/decreases the fans ability to move against the friction generated by the bearings. Thus changing the angular velocity.
