yes they are set to each port # 0,1,2,3 and the config DOES recognize the 3rd and 4th controllers but, in the actual wii and GC games, they do not seem to work

Most games using Xinput auto-detect New controllers during gameplay and automatically assign the player positions, Dolphin does it poorly, and doesn't always auto-detect new Xinput controllers

Also since the Xbox 360 Controller has 4 Quadrants and Gamecube has 4 controller ports

If you accidentally unplug the 360 Controller during game play, then like a Real GC Console, the GC Controller gets unplugged too, and If you add a Second 360 Controller during gameplay, then the 2nd GC Controller gets plugged in.

This would replicate that console feel to Dolphin.

I can't even get the second xbox 360 controller working.
The first and the second controller are working in Dolphin GCPad Configuration (XInput/0/Gamepad and XInput/1/Gamepad), but only the first works in Mario Kart.
In Dolphin Wiimote Configuration only the first Wiimote is configured to DInput/0/Keyboard Mouse.
Could you please tell me how to enable the second xbox 360 controller?

"Plug" a controller in the other ports.

Options -> Configure -> Gamecube

This was the missing option - now it works!
Thank you!
