4.0-652 Won't Open

Hello, this is my first post here. I just recently upgraded to an SSD and installed a fresh version of Windows on it and I eventually tried to play dolphin 4.0-652 to play smash with friends, and it didn't do anything. It has the little blue circle that's next to the mouse pointer, but it goes away and nothing happens. It shows up under processes in task manager as Dolphin.exe for a little bit and goes away after a while. I've tried running as administrator, deleting everything of dolphin (including the files in documents), and others that I don't really want to spend time trying to remember.
Help? Any information is appreciated.

We generally recommend that you use one of the more recent development builds of Dolphin. The Smash netplay community uses 4.0-6554, but any version (like the newest, 4.0-6982) should work as long as all players are using it.
