In Windows 7 I can only use Direct3D 11? Because when i activate 3D Vision in Direct3D 9 And I play the game I get a "Device Lost" error and the game crashes. How can I use 3D Vision on Windows 7 Home Premium 32Bit SP1? (I use NVIDIA GEFORCE 310M with CUDA)

3D Vision requires fullscreen, otherwise you'll get this error...

You start the game windowed and go to fullscreen after booting the game or you set Dolphin to go directly in fullscreen mode?

Make sure "enable background input" is checked in the input settings.

ANSWER: No, I start in fullscreen.

And, excuse me, where is "enable background input"?

It's in the controller settings, GCPad, or Wiimote>Configure. It's the check box labeled "Background Input."
