2400g good for 60fps?

So come this winter I want to build an HTPC/Emulator console for my living room running Kodi, Dolphin + other emu's. I was wondering if a 2400g can play most gamecube/wii games with HD Textures loaded with these specs @60fps?

AMD Ryzen 2400G @ 4ghz
16GB @ 3200 DDR4 RAM (is 16gb enough?)
500gb SSD (and/or 1tb hdd)
trying to stay under $400

The CPU should be fast enough to run the majority of games in Dolphin without issue. The Vega 11, from what I've seen, seems to do pretty well. I don't think it'll have a problem with 3x IR (1080p).

As for HD textures, I can't speak about them since I haven't personally used them, but 16GB of RAM should be enough to prefetch a lot of the larger HD texture projects. I think I've seen 12GB mentioned as the recommended minimum for some of the huge projects, so 16GB makes sense for a new HTPC.

that vega is as powerful as a GTX 750 TI, which was our recommended budget GPU for years.
