You have to understand that Dolphin doesn't require a lot from the graphics card. Furthermore, unlike in most pc games, there is a point where an emulated game runs "perfectly" and can't go past that point. This is because most of these games have a framerate cap of 30 or 60, and also because emulation is essentially replicating the game on a new platform. If it runs faster or slower than originally, there will often be problems.
Building up from that, no, a GTX Titan X is not just a pc gaming card. It can also be used for emulation and other graphics tasks. There is, however, a point where most of the power of the Titan X goes to waste as Dolphin can't use it all. This is why you should always try to buy something that's just powerful enough for the hardest task that you throw at it. In this case, the most demanding task is definitely the occasional pc game, not Dolphin. These days most gaming graphics cards can run 1080p (1920x1080) without much trouble. In fact, even graphics cards in the 300-400$ price range are actually more than what is needed for 1080p gaming with Ultra quality settings. You can yet again take a look at the benchmarks and see that a GTX 970 or a R9 390X can run nearly everything at 60fps (which is the maximum a 60hz monitor can show). Out of those two I'd recommend the R9 390X as it's slightly faster and has 8GB of VRAM. Not something you will necessarily need, but video memory requirements go up all the time so it's good to have a bit more since it doesn't cost anything extra.

Yes, I see it now. That is probably just a list of graphics cards that MSI have themselves tested, not the ones that will work (you can also see that they only listed MSI manufactured cards, for obvious reasons). I guarantee you, all modern graphics cards will work on that motherboard. I haven't ever heard of a PCI-e motherboard that doesn't support a PCI-e device.
