On my wiimote Motion Plus (-TR), the sync button and pressing 1+2 seem to do the exact same thing.
The 4 green buttons flash but the wiimote never connects.
So I've gotten a bit lazy while troubleshooting and always default to just pressing 1+2.

Do these two methods act the exact same or may I be inadvertently interfering with it's ability to connect properly?

Is this expected behavior from a wiimote Motion Plus (-TR) that the 1+2 buttons appear to act the same as the sync button?

What exactly are you using to connect them to your computer? Bluetooth Passthrough? Emulated Bluetooth Adapter? Dolphin Bar?

I primarily try to use Bluetooth passthough.

On a side note, I recently purchased a original wiimote (Not -TR) and it also won't connect.  So it seems I am having some other problem.
I am using the Plugable USB 2.0 Bluetooth Adapter (BCM20702A0) referenced here: https://wiki.dolphin-emu.org/index.php?title=Bluetooth_Passthrough

Well, based on the wiki, your BT adapter seems to have some stability issues with Bluetooth Passthrough (the only adapter known to work flawlessly is the real Wii BT Module modded to USB). I would suggest trying to connect your Wiimotes with the old "Emulate a Bluetooth Adapter" option first, if it works, stick to it (but keep in mind the speaker won't work on the non-TR Wiimote and you will get a little more latency). If neither option works, then something else is messed, but I can't help you as I haven't much experience with the Bluetooth stack on Linux...
