When i start the game comes : 0 fps vps:60-55 speed: 100-95%
My computer:MS Windows Vista Home Basic 32-Bit
Amd Athlon 64 X2 Dual Core Processor 5000+,1,7 GB RAM,ATI Readon HD 3200 Graphics

What is "the game"? What Dolphin revision? What settings? Your PC is on the weak side, but some games will work well enough.

Sometimes when a game shows 0 fps and the vps and speed counters are moving, the game may respond if you wait a while. Press "A" and "start", too.

The game might not be compatible, or be one of the games that were broken by one of Ayuanx's fifo commits.
