So every single game I’ve run on dolphin plays flawlessly at 100% except this game... it stutters and has tons of bugs, yet the dolphin compatibility page gives it 4 stars?
Anything I can do to get it to playable speeds?

Game is playable here, it's slow in spots, but, that's because it's a super high polygon game that needs EFB Copies to RAM for some effects.

Make sure that you're using the latest development of Dolphin. There have been fixes after 5.0 that are very important for this game.

His specs according to his profile are:
Operating System: Windows x64
Processor/CPU: i3-6100t (3.2ghz)
Video Card/GPU: Nvidia GTX 960
Memory/RAM: 8GB ram
Dolphin Revision Currently Using: Dolphin 5.0

So there are several steps to take:
1. Download the latest Dolphin dev version if you haven't already, it is available from the download page if you scroll down a bit beyond the stable versions, there are a few fixes to this game since 5.0 that made it playable without much slowdown.
2. Make sure your graphics driver is up to date by downloading it from here (2017-10-24): https://us.download.nvidia.com/Windows/388.00/388.00-desktop-win10-64bit-international-whql.exe
3. Set your windows power options to High Performance
4. Make a profile for Dolphin in your nVidia Control Panel and set the power options there to Prefer Maximum Performance, also make sure that it selected your nvidia card as main GPU (don't know if this last one is an issue with Desktops though)
5. Set your Graphics settings to: IR 3x, Anti-aliasing to 0, Ubershaders to Hybrid and use D3D as back-end and make sure Dolphin also needs knows to use your nVidia card, also make sure you turn on Dual-core and make use of HLE with cubeb as backend in the general settings. with these settings I am able to play it with a quite consistent 100% FPS on my Pentium G4560 with GTX780 card.
