I made a WiiMote pairing software mainly to have a simple solution for kids & wife to pair up Wiimotes. I have used other tools found here:

and put them together in this new tool
It works only with two wiimotes for now, if someone is interested in more I can probably modify the code to have also 3 or 4.
Extract the files from the zipfile and put it all in the dolphin folder where dolphin.exe are.
Start "PairUpWiiMote.exe" and just follow the onscreen instruction.
It will first search for unconnected wiimotes in windows and remove them from the internal list. Then it will ask for you to push 1+2 on the first wiimote and connect that, then the next one and connect that after that it will start dolphin and your wiimotes are connected so you can simply just start your favourite emulation.
If you give the game file as an argument to "PairUpWiiMote.exe" for example:
PairUpWiiMote.exe "MarioKart.iso"
It will pair up wiimotes and then start the game automatically.
I am personally using this solution together with my HTPC (MediaPortal - My Emulators) meaning I never have to use the mouse & keyboard to start gaming, and most importantly my kids can start the games.
