WHen are they going to fix higher fps in games?

Well all the others told you the solution, but you couldn't catch them:
1. Throw your Vista away. 2. Use Windows 7 x64 OS. 3. Use Dolphin x64 builds. 4. Overclock your CPU. 5. My advise for you: read the forum for the best game configs!

dx9 plugin, efb to texture, turn off idle skipping with framelimit auto, etc. That "best" computer of yours is nowhere near the best.

Well, you come in here sounding like and ignorant whiner all the while knowing nothing about the emulator, your PC or anything that has to do with Dolphin. Next time do some reading before you ask stupid questions and make ridiculous claims and maybe you wouldn't have gotten the responses you did.
