MSAA (multisampling AA) is not the same thing as SSAA (supersampling AA)
SSAA is available only when using the D3D9 backend.
D3D11 and OGL backends in Dolphin use a different type of AA (MSAA).
For 4xSSAA @ 3x or 4x IR you need a very powerful GPU. This setting is too much for the 7700 series (not enough memory bandwidth).
But MSAA @ 2x is much easier on the GPU and for some reason at high IR settings it's more effective at reducing aliasing than even SSAA.
