I interpreted his question the same way you did (I think). But explaining how humans perceive motion not only doesn't answer his question it adds another reason to why it shouldn't be capped at 30 fps. Without motion blur juddering is extremely noticeable to humans at 30 fps. And thus 30 fps looks very poor compared to 60 fps.
The only real reason they chose 30 is because it's a high divisor of 60 and the refresh rate is 60Hz. It had nothing to do with human perception of motion. They viewed 30 fps as tolerable for users and beneficial to them since it allowed them to execute twice as much code per frame. As for why the refresh rate is 60Hz, that's because the United States power grid runs at 60 Hz AC and so using that as the vertical refresh rate in a crt simplifies some of the circuitry. As for why 60Hz is used for AC power that dates back to westinghouse choosing it when they started building AC power generators. Notice how none of this has anything to do with human perception of motion.
I still don't understand what point you were trying to make by linking that article since you didn't quote any specific part of it. How exactly does that article explain why 30 fps was chosen? Most of the section that you linked was about eliminating flickering problems in earlier film projection systems. It barely even talks about how humans perceive motion.
