HERE'S WHAT TO DO
In Graphics Settings, set the aspect ratio to Force 16:9. Then click the Advanced tab and check the Widescreen Hack box. I use this to play all my GC games in widescreen.
CPU: Intel i7-4790K
GPU: AMD HD 6870 Motherboard: Asus Sabertooth Z97 Mark 2 RAM: 8GB DDR3 Running Dolphin x64 on Windows 8.1 11-15-2011, 02:02 PM
Please don't advise users to use the widescreen hack. It causes major visual problems in a lot of games.

I dont play the game but im various games i use a program to resize the window even if its not resizable and sometimes the game reforms to the new window.
This program is specifically the WinMove command from AutoHotkey.
I liked the part where it worked, except there was no such part.
