Ok so here's my blunt opinion, apologies for replying 3 years late:
When I was looking for the same setting that the original poster was, I was literally thinking the exact same thing: "where's the the fast forward setting". (Apologies again, for if it drives you up a wall to hear "fast forward" being used again.)
After closely reading your explanation of Dolphin's "Speed Limit" feature, I have a better understanding of what the "fast forward" feature I was looking for actually is. However, at first I didn't read so closely, and all I saw was "Emulation Speed" here, "Emulation Speed" there, and I was thinking "but I don't care about whether it's 10% speed or 200% speed, how do I stop the Tab button from accelerating the game out of nowhere???"
And also, why was this setting hidden away under "Options > Hotkey Settings" in the menu bar? I kept searching through "Config" and "Graphics" and "Controls", because those were the only settings categories I've ever needed to use, and I couldn't find anything in there! Why do I all of a sudden have to use some obscured menu bar item??? If it involves keyboard-clicks, then shouldn't it be under "Controls"? That was my thought process.
I figure that a lot of people, when they want to change a setting, are not going to read closely. They're probably not going to care about the technicalities and terminology of "this is called Emulation Speed Limit" and whatnot—they just want to fix the setting and get back to their game. Even if it's not technically a "fast-forward" function (of course it's not, this is a game, not a video!), it is effectively "fast-forwarding" or "speeding up" the game, because that's what it looks like it's doing.
Imho, changing this setting is indeed awfully unintuitive, contrary to your assertions that it's not. Especially if it takes several forum replies to explain what it is and how to change it!
