True. The DMG/GBC aren't consoles... they're a way of life! At any rate, it's considered a "handheld console" as opposed to a "home console" like SNES, Genesis/MD, etc. I once got into a long discussion with someone from Brazil about what "consoles" were. Apparently for some, there is no distinction with the word. I'm like you though; for me consoles were always the gaming system you hooked up to a TV, and handhelds were their own thing. Eh, the Switch basically threw water on that one though
The best "home console" for me is... I can't decide. It's equal parts GC and PS2. 2001-2006-ish was a magical time growing up, so many great games when 3D really took off. I had my own TV at the time and played for hours in my room. PS2 was a JRPG beast back then, and GC gave me my Nintendo fix.
Best "handheld console" is definitely the NDS. Going with an NDS Lite, it's the best way IMO to play most GBA games (screen quality is leagues above original NDS, and no ghosting issues like AGS-101) and the form factor isn't awkward like SP models or too small like the Micros. Only downsides are that there's no GBA multiplayer, and the cart sticks out just a bit. And the NDS was JRPG heaven for me.
