You guys are not thinking out side the box.
How about this for an idea. You have the FIRST page of registration (you know, the one that has you read the EULA) have no "I agree" button. What you have instead is a flash movie, like this one, that has the "I agree" button at the very end (AND ONLY AT THE END) so as to force people to have to watch all of it before they can sign up.
If they still do not get it after all that then we should all be given tomatoes so that we may throw it at them for being so stupid.
